Texte source - français L’énergie éolienne est l’une des composantes majeures de la politique de transition énergétique et de développement des énergies renouvelables en France, traduite en droit français par la loi « Grenelle II » du 12 juillet 2010 puis la loi relative à la transition énergétique pour la croissance verte du 17 août 2015. La programmation pluriannuelle de l’énergie (PPE) établit les objectifs à atteindre pour l’éolien terrestre (15 000 mégawatts (MW) en 2018 et entre 21 800 et 26 000 MW d’ici 2023) et pour l’éolien en mer (3 000 MW d’ici 2023).
Le développement de l’éolien n’est pas sans conséquence sur la biodiversité, en particulier sur les oiseaux et les chauves-souris. Il peut, en effet, générer des impacts directs (collision et barotraumatisme) ou indirects (pertes ou modification d’habitats, modification de comportement et dérangements). Les espèces longévives, à faible taux de reproduction et dans un mauvais état de conservation, sont plus sensibles aux impacts de l’éolien que les autres. C’est vrai pour certaines espèces d’oiseaux et pour la plupart des espèces de chauves-souris. Pour les espèces en déclin déjà soumises à nombre de pressions anthropiques, les impacts directs et indirects des éoliennes ont encore un effet cumulatif et peuvent s’avérer problématiques pour la conservation de leurs populations et pour le maintien des services écosystémiques associés.
Traduction - anglais Wind energy is one of the primary components in France’s strategy for energy transition and renewable energy development. This strategy is concretised in two French laws: the Grenelle II Law no. 2010-788, published 12 July 2010, and the Energy Transition for Green Growth Law (Energy Transition Law), published 17 August 2015. In addition, France’s Multi-annual Energy Programme (PPE) sets the country’s targets for onshore and offshore wind energy production: the onshore target for 2018 was 15,000 megawatts (MW) and the onshore and offshore targets for 2023 are 21,800–26,000MW and 3,000MW respectively.
Wind energy development has an impact on biodiversity, especially where birds and bats are concerned. This includes direct impacts, for example collision or pressure damage to the lungs, and indirect impacts, for example habitat loss, habitat modification and disturbances. Long-lived species (species with low reproductive rates) with a poor conservation status are more adversely affected by the impacts of wind power than other species. Certain bird species and most bat species are long-lived. For species that are in decline and already subject to other human pressures, the direct and indirect impacts of wind turbines have a cumulative effect which causes further problems related to population conservation and the maintenance of a given species’ associated ecosystem services.

Avec ce nouvel outil de financement de projets, la Ville de Paris renforce ses actions de solidarité internationale (projets de coopération décentralisée et aides d'urgence) pour construire un monde plus juste, plus solidaire et plus durable. SOLIDAE, au cœur de deux dispositifs pour l’accès aux services essentiels
- Le dispositif «1% eau et assainissement». Créé en 2005, il permet la réalisation d’infrastructures, la mise en œuvre de campagnes de sensibilisation des populations à l’hygiène et le renforcement des structures institutionnelles, indispensables à la pérennité des services mis en place.
- Le dispositif «1% déchets». Créé en juin 2015, il permet d’accompagner financièrement les projets de gestion durable des déchets ménagers.
Pourquoi ce nouvel appel à projets
Tant sur le plan sanitaire, qu’économique, social et environnemental, l’accès à l’eau et l’assainissement sont deux droits humains fondamentaux intimement liés.
Deux enjeux vitaux auxquels la Ville de Paris est fortement attachée.

الرجلة عشب حولي منها ما هو منتصب ومنها ما هو منبسط، ويصل ارتفاعها إلى حوالي 30 سم، ساقها وأفرعها ملساء ذات لون مخضر إلى محمر عصيرية رخوة، أوراقها بيضية مقلوبة مستديرة القمة، الأزهار صغيرة صفراء اللون جالسة بدون أعناق تتفتح في الصباح ثم تنغلق غالباً قبل منتصف النهار.
تعرف الرجلة بعدة أسماء، ففي بلاد الشام تعرف بالبقلة والفرحين والفرحينة وفي مصر بالرجلة وأصلها من البربرية، كما تشتهر باسم البقلة الحمقاء وسميت بهذا الاسم لأنها تنبث في مجاري الأودية والمياه، وفي بعض دول الخليج تعرف بالبقلة المباركة ورشاد، وتعرف الرجلة أو البقلة الحمقاء علمياً باسم portulaca oleracea.
الموطن الأصلي أوروبا وآسيا وتزرع حالياً في استراليا والصين كما تنبت عفوياً في جميع المناطق دون استثناء، وتفضل مجاري الوديان حيث تغطي مساحات شاسعة في مواسم الأمطار وتكثر في المزارع المهملة وعلى حواف القنوات وجوانب الطرقات. تستعمل الأجزاء الهوائية من الرجلة.

Purslane can be used to treat intestinal worms
Purslane is an annual, succulent plant. The stems can either grow horizontally or vertically, with the plant’s height reaching approximately 30 cm. Its reddish-green stems and branches are smooth and soft. Its leaves are shaped like upturned spoons and its flowers are small, yellow and stalkless. The flowers open in the morning and often close before midday.
Purslane is known by several names. In the Levant, it is known as baqlah, farheen and farheenah; in Egypt it is known as rajla, a name originating from the Berber language, as well as al-baqla al-hamqa (‘the stupid plant’), since it can be found on the edges of valleys and bodies of water. In the Gulf, it is known as al-baqla al-mubaraka (‘the blessed plant’) and rashad. The plant’s botanical name is portulaca oleracea.
Purslane is native to Europe and Asia. It is also deliberately grown in Australia and China and grows without human intervention in all areas of the world. It thrives on valley sides, covering large surface areas in rainy seasons. It also grows in untended fields and at the edges of canals and roads. The used parts of the plants are the leaves and young shoots.
